FAIRHOPE, AL — Downtown drivers may soon reserve a parking space up to eleven minutes before arrival under a fictional pilot designed to modernize the community’s most competitive civic ritual.
The window opens only after the driver is close enough to feel optimistic but before a passenger begins suggesting the municipal garage. Reservations made twelve minutes out will be rejected as speculative land banking.
“Eleven minutes gives people time to plan,” said one entirely fictional transportation official, “but not enough time to reserve the spot behind Page & Palette from their kitchen.”
Once claimed, a small brass marker will rise beside the curb. The marker will display no name, only a tasteful clock and a level of confidence normally associated with a table tent at Sunday brunch.
Use it, circle it or lose it
Drivers who arrive late receive a 90-second grace period, provided they can demonstrate continuous forward progress through downtown. Time spent waving at acquaintances, yielding unnecessarily or waiting for a golf cart to make a decision will be reviewed on appeal.
The eleven-minute rule
- 11:00 remaining: space secured
- 7:00 remaining: driver must name intended block
- 3:00 remaining: passenger begins scanning both sides
- 0:00 remaining: reservation converts to “somebody was about to take it”
The pilot also creates a premium legacy tier for residents who can remember when parking downtown was easy. Documentation may include an old Baldwin County tag, a dated receipt or the opening phrase, “There used to be nothing past…”
Merchants welcomed the possibility of faster turnover but questioned whether the program would survive the lunch rush. Preliminary modeling found every available space between 11:30 a.m. and 1 p.m. is already occupied by someone who just needs one thing.
Program designers say the system will reduce circling by 8 percent and discussions about circling by none.
If successful, the pilot could expand to benches, restaurant patios and the shaded side of any outdoor event. Residents may begin reserving those eleven minutes before they decide to leave home.
